Neon Monitor

What it does

Monitors Neon operations, compute endpoints, advisor issues, consumption, and spending limits from live Relayfile data. It reacts to health changes immediately, runs a full sweep every two hours, and sends deduplicated Slack alerts without mutating Neon.
